The two are quite different. Communication is the general process of exchanging information between two people or entities (e.g. computers, companies, etc.) Tense has a specific meaning in grammar, where you are speaking of whether the action of a verb takes place in the present, past, or future. The tense you use obviously has a lot of impact on communication, because often with the past tense you are reporting simply that something happened whereas with the future you are telling the other person you want something to happen, or even that you want them to do something.
"This room will be clean before you go out with your friends" is not a prediction of the future, it’s a command to clean your room before you go out.
